About us
The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. The Comptroller’s responsibilities include: - Serving as sole trustee of the $267.7 billion New York State Common Retirement Fund (value as of March 31, 2024), one of the largest institutional investors in the world. - Administering the New York State and Local Retirement System for public employees, with more than one million members, retirees and beneficiaries and more than 3,000 employers. - Maintaining the State's accounting system and administering the State’s more than $18 billion payroll. - Reporting on State finances. - Managing and issuing State debt. - Reviewing State contracts and auditing payments. - Conducting audits of State agencies, public benefit corporations and local governments. - Overseeing the fiscal affairs of local governments, including New York City. - Overseeing the Justice Court Fund and the Oil Spill Fund. - Serving as custodian of more than $19.4 billion in unclaimed funds, restoring lost accounts to their rightful owners. - Conducting training and providing technical assistance to improve government operations at all levels. Headquartered in Albany, the Office of the State Comptroller employs more than 2,700 people. We also maintain New York City offices and eight regional offices.

Congratulations to our State Government Accountability team for receiving national recognition for their outstanding work. Their peers with the National Association of State Auditors, Comptrollers and Treasurers awarded them with a NSAA Excellence in Accountability Award for their audit of the NYS Division of Human Rights and the investigation into housing discrimination complaints. Deputy Comptroller Tina Kim, Assistant Comptroller Steve Lynch, Audit Manager Diane Gustard, Unit Director Kenrick Sifontes and their team, Adefemi Akingbade, Leanna Dillon, Margaret Finlayson, Kelly Traynor and Allison Dillon received the special award. Their division works hard every day to improve governmental accountability and transparency for the people of NY.

Meet Julia Craft. 💻⚙️🔧 Julia is one of the programmers at the State Comptroller’s office behind New York’s payroll system. She helps code and maintain the robust software that issues paychecks, financial statements and tax forms for nearly 300,000 state workers. Her team also provides after-hours support, keeping the system running smoothly, so public servants across the state are paid accurately and timely. We sat down with her to learn more about her work at the State Comptroller’s office. She shared that programming is more than just writing code. It’s critical thinking, problem solving, writing and researching. It’s working with diverse technologies: both cutting edge and time-tested. Julia finds revisiting old projects especially rewarding because she’s able to analyze and solve problems with a new set of technical experience and skill. Julia enjoys many aspects of her role, but for her, the best part of the job is collaborating with other members of the team. “I have daily opportunities to learn from folks who have decades of experience,” Julia says. “I work with some truly excellent people, including programmers, consultants, technical staff and analysts.” Julia’s role isn’t just coding software; she helps make a real difference for New Yorkers. When payroll and technical systems are efficient and compliant, so is financial health. Happy Programmers Day to Julia and all the programmers making a difference!
