Because of the challenges with the quality of internet access in this part of the world, it is essential to develop an offline e-learning system that can sychronise learners offline activities with the online version when the next internet connection is made. SCORM and IMS LD are packaging techniques with online servers. Is it possible to play the lesson offline and synchronize data?

1- A set of natural language (NL) rules or a legal text made of NL sentences
2- The formal requirements extracted from these NL rules (or from the legal document)
3- Related resources (e.g terminologies, ontologies) required for the transformaltion NL -> formal expression

I want to model users in social network, in order to get their interests. Should I use statistical topic models, or ontology. What is the difference?
I would appreciate if you can provide useful simple tutorial to quickly build background about ontologies.

I am trying to find Ontologies for user modelling and for disabilities, so far I have had little success finding ontology search engines. The only one I managed to locate is https://www.ebi.ac.uk/ols/index which doesn't have the kinds of Ontologies I am looking for. Any pointers will be appreciated.
