I'm not sure I can see the difference between this and dev.twitter.com, other than design, at least for existing apps. Can you summarize the functional changes? It would make it easier to provide feedback.
I am, however, very intrigued by the mention of "including rate limits". That is the bread and butter for app devs. An increase can change our entire code architecture, and a decrease can kill entire products, as we've seen before. Could you possibly provide details on the new rate limits? One of my major tasks is advising people on code architecture and feature feasibility based on these limits.
If you want any advice, the /followers/ids and /friends/ids limits are WAY too low as of 1.1.
The rate limit here is specifically around app creation. Any modifications of API rate limits will be communicated with sufficient advance notice. And to be extra-super-clear, we are not planning on adding new limitations for developers, quite the opposite. We plan to offer more access, more data and more APIs for developers in 2014.
I will let @episod chime in the difference between the old and the new, but basically we are putting in place better building blocks and rebuilding some of the underlying infrastructure to enable more development on dev.twitter.com in the future.

There really are very few differences in apps.twitter.com versus the old app management at dev.twitter.com/apps -- primarily, we've removed outdated configuration options (such as @Anywhere domain config) and better organized the various tasks associated with app management. The biggest change to get used to is that you may be signed in to a different account on apps.twitter.com than you are on dev.twitter.com.
You'll see us continuing to iterate and improve on application management and dev.twitter.com over the next several months.

I too am having some serious problems with just getting an OAuth token.
same here, my application using OAuth stopped working and it is amazing how nobody from Twitter hasn't paid attention to this issue or at least post the reason why this is happening.
This thread isn't really about OAuth...
There are lots of reasons OAuth can fail -- usually due to small errors or environment changes (like a system clock that's fallen behind). It's likely unrelated to the app registration changes primarily discussed in this thread.
Take a look at Troubleshooting OAuth 1.0A for an exploration of common reasons OAuth 1.0A requests fail. Verify that you're using SSL for all requests and using an up-to-date and spec compliant library.
My code was working fine until last weekend. something changed on Twitter's side. If something changed then they should have notified then anybody would do the adjustments in the code.
Trying to figure out what changed and what to adjust in the code will take more time if twitter can just post their changes during last week, which actually did because some images in profiles are not even displayed properly.
I am not the one with a problem since last week, I can see that there are more users with that. If twitter needs help to write these changes I could to help.

That support site is not working comes up with server not responding. Today I have been unable to access my twitter accounts or download tweets. When I reinstalled the app on my iPhone my history was gone and could not connect to twitter server on either account I have or on all of my machines.

I can only save Callback URL if I create new app but can't update it.
By changing setting(the application name, etc.), Permissions be changed to (r + w) from (r + w + dm)

Hi, i couldn't enter my Phone no. for verification since Twitter doesn't support my mobile carrier. Considering India, Twitter is supporting only for 3 Mobile Carrier. Either you need to extend your supported carrier or you should give us some way to create apps. Pl look into it. Looking for your response!

I've recreated one of my apps and have added a phone number but these changes don't seem to have any influence on why my apps have stopped working ?
While I understand the desire to ensure only valid usage of the platform, I see a big problem with requiring a mobile phone number. We build apps for both internal use and client projects. Those teams will have turnover, so we can't register apps against an individual's account. And because you're requiring the mobile number to be unique across all user accounts, that means we can no longer use a shared group account for this purpose.
Submitting a form for every instance of this adds further inconvenience to our processes.
And to echo other users here, my apps have also been failing since this weekend, and no combination of key resets will restore access.

I have some concerns about requiring a mobile phone to be linked with an account before creating an app. My company deals with creating and running contests and sweepstakes that often involve twitter (i.e. "tweet this hash with X information and be entered to win some prize"). To achieve this we create windows services that subscribe to the appropriate hashtags and handle the processing of them. We also create new twitter accounts based on the support email ("contact us", if you will) of that contest to help us better manage our many concurrent contests and allow us to use twitter as a vehicle to contact potential winners. This has been working fantastically for us for quite some time. Our problem now is that each new account we create must have a mobile number linked to it before we can create an application/account keys to use inside the service. We do not have company mobile phones. We could use personal numbers, but this is obviously not the preferred method (think employees coming and going over time..), and even still we would quickly run out of unique numbers to use. Is there a specific reason this is a requirement? This has potential to drastically alter our product flow, making Twitter a much less attractive option. Are there any other verification methods we could use that wouldn't require a mobile number? Any info would be very helpful. Thanks
Cannot enter my phone number because Twitter does not support my carrier here in Portugal. Is there an alternate way of creating an application? Will I have to wait indefinitely for the carrier to be supported?
This restriction of requiring mobile numbers seem to be less thought out! My mobile number is from Vodafone India which even though being the second largest operator here is not supported by Twitter. I have spent 100s of Rupees messaging to International numbers in UK and Germany provided and am still not able to get my number registered. Trying out a simple app is turning out to be a really expensive affair for me with no results! Please do simplify the process!

I have the same problem : carrier not supported (I have 2 different, one in France and one in Portugal, but none are supported)
I tried the long codes with both phone lines, none gets validated - so I am stuck and can't create apps...

From one county you can make app from other you can't... because of not supporting carrier or any other bugs you have, WTF is this??? forward to past... or discrimination?
You guys really just don't care do you? This is utter sloppiness and it's not "cool" or "hip" to push untested stuff on your developers and then provide spotty support via a forum.
Why do you think this level of testing and qa is acceptable at a company your size? Why is the new app registration flow so buggy?

So I can't make an app because I'm on the wrong phone carrier? This seems a bit insane to me. Either remove that constraint or make sure all phones are covered. You're limiting how people can advertise your own site, and improve theirs - for seemingly very little reason.

How I can create an application to allow my users to send tweets without having to turn your mobile phone? It seems absurd. I have paralyzed a very important project for that reason.
The mobile phone number requirement is probably the dumbest thing you could have done.
I understand making it harder for malicious users to take advantage of your service, but you are ruining a lot of peoples potential to develop with your API by assuming they can afford a cell phone.
What about people who dont want to disclose their phone number into your service? Assuming I still want to develop, some phone services do not support shortcodes.
What about companies that develop apps for twitter? They would have to go buy mobile phones in order to text your numbers, or require their employees to do so.
Really dropped the ball on this one. Theres a ton of really useful data that can be derived from the API and now you expect those without phones to actually submit a request and have someone real approve it.

I'm getting complaints from people using my code libraries about this. One just now from Australia. So thanks to Twitter for adding to my workload. And also just to echo the general sentiment here - what a ludicrous requirement. People wishing to abuse the system will just go and buy an anonymous simm card, leaving legitimate devs to simply suffer the inconvenience.
I've got a couple of burner/alter-ego SIMs blutac'd to my monitor frame. If I were going to do this again, I'd be a bit more careful about documenting which one went with which accounts. So I think that gives some anecdotal evidence to support your point...
And as usual the icing on the cake is that you don't even care enough to respond to this thread!

I cannot believe how most of you simply provide a phone number to Twitter just for creating an app. What Twitter is requiring is insane. As long as everyone keeps falling on their knees and bowing them, more stupid requirements will come up.
My phone number to add an app? What else Twitter? Would you also like me to provide you with a copy of my birthday certificate and to undergo to a clearance security check? I am not gonna give you absolutely anything !!!!
It is obvious that once we are hooked to a phone number and one of ours apps gets suspended (most of the times for unknown or unfair reasons), creating a new app from a different account for fixing and testing purposes of the suspended app will no longer be possible (unless having several phone numbers). ANOTHER RIDICULOUS RULE AND THE COUNT GOES ON AND ON AND ON !!!!
I really hope that all developers community refuses the introduction of these pathetic and abusive requirements and stops creating new apps. This silly platform is nothing without us. It is actually us who are feeding Twitter and make them grow.
